Default Application to Position Applications to Different Monitors?

Does ATI make any application that would automatically position different
applications to different monitors?

For simulation under FS2004, I want to use discrete applications simulate
flight instruments and connect to the FS2004 application using TCP/IP.
When I start these applications I want a way to automatically associate them
with different output windows.
