PAL/NTSC GeForce4 Ti4200 ???

Hi
Ok, i will once more be asking for your help. I have just recieved a new
Videocard from a friend of mine in Europe as a present. Palit GEFORCE4
TI4200 128MB, with TV-OUT. When the image is transferred to my tv, it is
non-color and the picture is rolling up and down on my tv. Is this the
PAL/NTSC issue and if so, can i convert my way out of it??
Can it be "fixed" with some sort of software??
Any way i can make it work or do i need a different card??
