Have Pentium 233, slot one, it doesn't have a CPU fan. Does

generally yes
though i have seen a few machines with ***huge*** heatsinks that were
apparantly fine without a fan

btw: it does not have to be anything fancy...
i;ve been know to just mount a small case fan near the cpu in such a way
as to blow directly on it at close range

Yes, it gets quite hot during use.

I have a P233 running IPcop 24/7. It does not have a CPU fan only a huge
round heatsink intended for P3s with the front case fan blowing air across
it. It only gets mildly warm. So leave your PC running normally for an hour
or so then open the case and touch the heatsink. If it feels uncomfortably
hot or even too hot to touch then it needs a fan.

The passive coolers were a mistake. there are several fan heatsink
combos on the market. buy a good one.

You don't need a fan.

You don't need a fan.

But you do need a brain. That's two replies by you I've read that offer
inaccurate advice.

That's correct...
