Default GTX280 working Intermittently


I have a GTX 280 that is behaving strangely, on start up it doesn't
always send any signal to the monitor. I'm running windows xp and have a
1000 w power supply.
I have tried loading the latest drivers and it still wont work right.
Is there any diagnostic programs that I can run to see if the card is
getting ready to blow?
And before I forget most of the time I will boot my computer see that
no signal is getting to my monitor, then power down the computer. Let it
sit for a few minutes, and then boot it again and the monitor will get a
signal.

This can be either the video card and display, or a motherboard
initialization problem. I'd swap in another video card and see what
happens. 1Kw power supply or not, it can also cause startup problems.
