Default 1850R no powerup

I have here a Proliant 1850R with all switches to default. Also there is one
CPU present in the system and 2 memory banks full, everything is installed
how its writen in the manual.

My problem is that when i connect the power supply the system wants to start
the amber light turns green but 1 second later its amber again. In the
system its the same thing some leds are going on but only for 1 sec or so. I
dont have a clue whats wrong at this point.
