Default Ati 9800 pro problem still

I have a p4 3.0 ghz. 1g of ram. I dunno about the power supply. I had the system put together at a local computer store. But I bought and put in the video card myself. I don't understand the card just started doing this.

These video boards need a lot of stable power. I had a lot of weird problems
with the 9800 Pro board until I uped the supply from 300 Watts to
a 450 Wattts. After the change in power supplies all problems
disapeared and the system is running soothly.

Im just picking up on this conversation, so I donıt know if this is the same
thing or not.. But its like a problem I had with my 9800 Pro when I was
putting together my new box.. The common Power up/power right down when
booting the computer.. The only things I could find was the standard unplug
the power connection to card, boot, wait for the beep error for no power,
plug the power back in and reboot.. After looking a little more, I found
somethings about the power supply being the issue. I was using a Antec
TruPower 480Watt Power Supply.. The thing I did notice was that there was no
Voltage Over Protection, or Current over protection..
I went and got a new power Supply, 520watt Vantec (Wish they had a little
lower watt) with current and voltage over protection and everything is
working good now with power and no freezing, reboots, or lack of power..
I donıt know if that will help, but thatıs my little story with trying to
install a 9800 PRO on a new box...

Now if only I can get the damn TV tuner to see some TV Stations..
