I didn't know that the All-In-One ever made a comeback !

Small businesses like them.

And they don't really like floppy or CD holes
on them, because it encourages the employees
to bring music to work. And we can't have that.

When you're making extra-small cubicles
for employees, the smaller the PC, the better
a deal it is for space management. I've seen
cubicles small enough, the chairs only roll
sideways, because there is zero room to back up :-)

The other wsy to do it, is buy a PC with a VESA plate
on it, and it bolts to the back of the monitor. Those
would be smaller than ultraSFF.

Since a lot of these smaller form factors are
not easy for buyers to do DIY maintenance,
I wouldn't recommend getting used ones. You
want stuff where you can go to a local computer
store and get parts. Like ATX supplies, if the supply smokes.
Some of these are small enough, they use wall adapters,
and maybe that is OK from a maintenance perspective.
You won't get the adapter locally, but at least
you'll be able to find something with the same
sort of rating.

With education, it's sometimes different, depending
on which level of government provides grants
for an initial purchase. If the purchase is coming
from the tax base, then the cheapest box could well
be the winner. You only get Apple iPads, if the
next level of government up, buys them.
