Won't reboot warm

XP2700+ 1GB OCZ Gold PC2700 RAM SOYO DRAGON KT400 Platinum Ultra (BIOS revision unknown) Radeon 9700 Pro WDC 200GB (on RAID) Maxtor Diamond Plus 9 40GB Seagate 40GB Audigy 2 Platinum Ex XP Pro Sony DRU-510A (fixed!) Relisys DVD-ROM Chieftec case Antec SmartPower 460W My problem is this; If I do something that necessitates a warm reboot (make a change to the BIOS, install a driver, use System Restore, whatever) then the system will shut down but will not reboot (usually there are two POST beeps about 5 seconds apart). I can leave it in such a state for 15 minutes and that's how it will stay - monitor blank, though the hard drives and fans, etc are working. I am required to hit the reset button in order for it to POST. My only thought is that there is a voltage set incorrectly somewhere in the BIOS but, I'm not sure what to change. It's just come back from a 'service' with the company I purchased most of the parts from. Everything's set to 'optimised defaults' (it's an Award BIOS). I'm wondering if it's something to do with memory timings and that the voltage for the RAM is set incorrectly (i.e. default should be something else, such as 1.7v). Unfortunately, their tech support guy's in the Caribbean for a month and no one else has much of a clue about anything. Could someone assist me with this abnormal state of affairs?
