It can be several things. The most likely that come to mind a

Wake-On-Lan being activated

Power fluctuations, and a power supply (and software configuration)
that call for it to come on when power is restored from being off.

A fault in the power supply

Somewhat less likely:

A fault in the on/off switch -- perhaps sensitive to vibration or
other environmental factor (e.g. do you have a pet that might be
bumping it?)

Possibilities include:

1) it is set in the BIOS to turn on upon network card activity
2) It is set in the BIOS to turn on upon modem activity
3) It is set in the BIOS to automatically turn on with a timer
4) The power supply unit is faulty
5) Your electricity supply is surging off and on and causing the PC to
automatically turn on when electricity is restored
