Someone I know has been getting the error "Keyboard Error or No Keyboard
Present" every time they try to boot their PC. It hasn't been letting them
past the initial bios screen when the computer first starts. They have tried
to swap their existing USB keyboard with another one - that made no
difference. They have also tried swapping it with a PS2 keyboard - still no
difference. The PC hasn't been used much for about a week, and when they
switched it on this error was displayed.

Does anyone have any idea what the problem is?

Check the bios settings, battery voltage, then if no resolution so far,
clear the CMOS. If keyboard is being powered by 5VSB (check motherboard
manual for related jumpers) you might have a power supply problem, but for
the time being it might be workable by moving jumper to use "5V" instead
of "5VSB".
