The chip has part number AXDA3200DKV4E, but if I set the FSB to

there any reason why it would be capped at 166MHz?

This has been discussed in length in the the proper AMD newsgroups
relating to 32bit cpu's. Please look there for 32bit cpu support. this
group is for A64's and other 64 bit AMD cpu's.
