Default hot-swap VGA Monitor Cable?

Is it safe? No. Is it commonly done? Yes.
The potential problem is related to the fact that two different power
supplies are involved. Ground leakage may be different, and cause a problem
if the computer and the monitor are not connected with a case ground
(connector shell) before the active video and sync pins are connected.
