Do you mean that the Verizon-provided modem/router/switch box, the first
item in the chain coming in from the outside wire/fiber, had no power or
that you removed the power from some other secondary router?

In my uVerse setup my TV boxes are wired directly to the AT&T-provided
device and if that was powered down the TV and everything else would fail
after a couple of hours when the battery backup ran down. If I powered down
my _real_ router/switch which feeds everything else in the home network
then the TVs would keep working but no computers would have internet access
and any that were depending on the switching function in that router would
likely lose connection to the local network too.

In some alternate universe explanation your settop boxes might be wired but
be using wireless without your knowledge and they might be getting their
signal from some neighbor's system. Yeah, I know that would be a one in a
million chance but Terry Pratchett opined that those were the only ones
that had a good chance of succeeding.

This is just wild surmise of course, first-hand information being lacking...
