(If you're talking about the CPU)

The fan has to spin so your PC wont fry.

Maybe your old computer wasn't a P4
whereas the motherboard u have now is.

Hibernate in XP if thats what youre
using doesnt stop things from going.

It stores things in memory before u shut
down and bring whatever was there before
back up again. Likewise with Standby it's
not meant to stop anything either.
