want to use like a TiVo or a Replay what the best Card i can go with?

I just got a Kworld V-Stream PVR MPEG 4,2,1 card - although I haven't had a
chance to test it extensively, it does have a great picture compared to
other cards I have tried - and once I updated the software from the web site
I had no problems ( My card came with the 1.0, but the website has the 1.6
drivers ). Only set me back $48 locally, and I have seen it on eBay for as
little as $25...

I'd look at the DVR software packages, and see what cards are
compatible with them, then ask.
