Cheap moonlight network cameras?

Hello -

I'm looking for a cheapish network camera with some ability to see
landscapes under moonlight or even starlight. The hills I want to see are
kilometres away, so IR illumination won't help.

8 years ago I used Phillips Toucam USB webcams with CCD sensors for this
task, and they were able to see quite well in moonlight, particularly when I
averaged tens of frames to reduce noise. On the other hand, I have found USB
cameras in general to be too unreliable for unattended operation, so I'm
looking for a network camera with similar abilities.

I've tried several low-end network cameras from companies such as Axis (205,
206, 207), Panasonic (111-something) and Compro (IP70), and none have the
low-light ability of a 8-year-old CCD-based Toucam.

Can anyone recommend a lowish-priced network camera that can see in
moonlight?
