computer components & hardware - I can't Shutdown with NF7S v2.0

I can't Shutdown with NF7S v2.0

I don't understand, I've two problem :
1- at the boot, Windows wait I disconnect my USB Modem.
2. when I shutdown, the pc restart after a small beep!

I've connect my motherboard with the ATX power, perhaps I would try with P4
connector.
