PCI modem causes reboot with new 64 bit board. by

Just completed my first Athlon 64 /Gigabyte computer for a local person.
Very nice; faster than mine. However there is a problem getting a modem to
work, which, of course I did not connect to an ISP before I let him have the
machine as I did not know his password, etc. It gets to the point...

Installed new Antec power supply to this board.
Boots etc BUT sounds an alarm the whole time it's
on.
Antec manual says mobo "may not detect fans running
less than 950 rpm and will sound alarm."
How do I turn off alarm?
Bios chip set features show "Fan Fail Alarm"
have it set to "NO" but alarm...

Got a GA 8S651MPRZ, and this model seems to have an inherent fault or the
batch I seem to get. This is the second Mobo of this type I have had
replaced, only had the computer 5 months, surge protected, and not
