why is it turned on on boot? by

Hi all.
I've got a toy (spacec@m 120) by Trust. When I turn on my PC the webcam
stares at me with its light on, while after closing a software using it,
(i.e. Movie Maker) it turns off. Any idea how to set it off on system boot?
