"radical" heatsink design on 9600XT by

I have an Abit 9600XT that looks like this:

Notice how it has that funny eliptical shaped thing on top of the
Heatsink fan.
Does this look like a gimmick that could actually impede the effciency

Hi all - Have installed a new a64 4400 x2 cpu - overclocks really well but
have had a couple of issues with XP Pro - trying to do a clean install but I
cannot get my system to see floppy (not normally installed) - its a new fdd
and powers up on booting but thats as far as it gets - this is a pain...

Since I've replaced the cooler of my CPU with a quieter one (Artic Copper
Silent 2 instead of a jet-engine-noise Dragon Orb 3), I've started
monitoring the temp of my cpu with a program that came with my MSI
motherboard. I have no idea of what it used to be, but now it ranges from
37°C to over 50°C...

setup and changed clock setting from 100 to 110, and it works, but with 115
XP just hanged writing about risk damaging computer and Linux restarted. But

I have an older computer with a 66MHz board. I also have an extra
faster CPU that runs at 133MHz. If I install the CPU will it downgrade
