What would be the top 10 ATI All-in-Wonder (agp tv tuner cards) to fit these
pc specs.

Recently I have bene getting really big black boders (about 3 cm on
each side) on the sides of the screen with all resolutions apart from
ones 800x600 and below. It did happen before with my monitor but I was
almost able to get rid of them using the ati control panel screen
